In a speech at the NATO Council on 3 December 2025, Secretary‑General Jens Stoltenberg opened the meeting of foreign ministers, reviewing progress in strengthening collective defense since the historic summit in The Hague and outlining preparations for the upcoming Ankara summit in July 2026. He warned that Russia continues to test deterrence by violating airspace with jets and drones, conducting sabotage, and deploying spy ships, and that Russia is working closely with China, North Korea, and Iran to destabilize societies and undermine global rules. He called for a united, resolute response, urging European allies and Canada to increase defense investments, and stressing the need to develop and procure core defense capabilities, invest in industry, infrastructure, and innovation to boost resilience. He also emphasized the importance of supporting Ukraine, noting that Russian missiles still cause death and destruction, and urged accelerated contributions to the Ukraine Support Programme (PURL) to provide urgently needed equipment. He concluded by welcoming the work of the NATO‑Ukraine Council and thanking the media for their presence.
