In the first phase of the Gaza peace plan, Israeli forces began withdrawing from several populated areas, leaving them in control of only half of Gaza. This reduction in the number of prisoners followed a hard‑won cease‑fire that ended heavy bombardment. During this period, prisoner exchanges took place: Hamas released some Israeli captives, while Israel released roughly 1,900 Palestinian prisoners from Gaza in exchange for 48 Israeli prisoners. In the early stage, only about 20 prisoners may be freed. Humanitarian aid began flowing into Gaza—around 400 trucks a day—helping to reopen bakeries and hospitals.
