Owners of land in Stavropolskaya stanitsa, Grigoryevskoye rural settlement, Seversky district of Krasnodar Krai repeatedly appealed to the head of the Investigative Committee, Alexander Bastrykin, for a legal assessment of the local administration’s refusal to grant building permits for houses and address registration, a refusal that contradicts existing law. The administration claimed that the governor had ordered the study of undeveloped territories and their removal from the boundaries of populated areas, and officials began implementing this order, which has no legal force and infringes on citizens’ rights. The governor’s order, number 3967 dated 30.07.2023, was hidden but later discovered; it concerns the analysis and exclusion of undeveloped lands from municipal boundaries, reclassifying private housing into agricultural land and retrieving “valuable” lands from archives. This situation intensified before the governor’s election, and the prosecutor declared the refusal illegal, though officials denied receiving instructions. The governor’s directive effectively deprives people of the right to build homes on their own land.
