600 Days on Duolingo, Can I Talk to People?

I'm doing a Russian language learning test after spending the past 600 days studying Russian on Duolingo, which is a language learning app. To test if Duolingo is a scam, and answer once and for all: Can Duolingo make you fluent? Is Duolingo good to learn the Russian language for beginners? I'm going to be attempting to talk to people using only Russian, with Russian grammar, and Russian words. This is the ultimate language learning test.
