Pamela Gray and Geoffrey Richmond seek help from Home Secretary Sir Lionel Bashford to stop the planned hanging of Pamela’s brother, Paul, accused of murdering Captain Hamilton. When the Secretary refuses, they enlist Inspector Charlie Chan, who has recently captured a wanted British criminal. Chan follows Pamela to Retfordshire, where a hunt is underway. After the groom Lake is found dead, Chan is nearly killed by a pistol blast. He discovers that Hamilton had devised a scheme to silence war planes and that Richmond’s fiancée, Lady Mary Bristol, was injured by a horse accident involving pepper. Chan reveals Richmond as a spy and, with clever ruses, obtains the missing plans. Paul is released, and the trio—Pamela, Neil, and Chan—reunite.
