In this video, taken from The Heritage Foundation's panel discussion on American professor and political scientist Christine Fair’s book "Fighting to the End: The Pakistan Army's Way of War" (2014), a Pakistani Fulbright scholar studying in the U.S. challenges Fair’s view that Pakistan has no legal basis to claim Kashmir. The scholar argues that UNSC Resolution 47 (1948), which promised a conditional plebiscite to Kashmiris, itself provides a legal basis for Pakistan’s claim. He further contends that the CIA and the U.S., in collaboration with Pakistan’s ISI, created a jihad narrative in the region to counter the Soviets in Afghanistan during the 1970s, and that after withdrawing, left Pakistan and Afghanistan to deal with the extremist Islamist militants that emerged. Fair interrupts the scholar, calling his statements fictional, and then explains the resolution, how the Pakistani government’s actions prevented its implementation, and how Zulfiqar Ali Bhutto played a central role in manufacturing the extremist Islamists that plague the region today. The video concludes with Fair dismantling the Pakistani narrative surrounding Kashmir and exposing the country’s historical and continued support for terrorism.
