Marinate sliced beef with cornstarch, baking soda, shao xing wine, soy sauce, dark soy sauce, and white pepper for 15 minutes. Heat a wok with oil, add the marinated beef and cook until a crust forms, about 2‑3 minutes per side. Remove the beef and set aside, leaving some oil in the wok. Sauté ginger, garlic, and dried chilies until fragrant, then add onions and cook until barely translucent. Return the beef to the wok, pour in a sauce made of oyster sauce, dark soy sauce, sugar, chicken bouillon, white pepper, and sesame oil, and toss for 2 minutes. Finish with green onions and serve over steamed rice.
