Foreign ministers from the 27 European Union member states arrive for a Council meeting in Brussels, with the wars in Ukraine and Gaza high on the agenda. On Tuesday, the EU's Chief of Diplomacy, Kaja Kallas, said she hoped for agreement on a new round of sanctions on Russia, with fresh measures being held up for weeks by opposition from Slovakia's Russia-friendly leader Robert Fico.
