Human Rights Watch reports that the M23 rebels killed at least 140 people in the Rutshuru area of eastern Democratic Republic of Congo in July, with total deaths possibly exceeding 300. Witnesses say the group, backed by Rwanda, executed civilians, including women and children, with firearms and machetes, forced mass burials or left bodies unrecovered. The massacre occurred during the M23 campaign against the Hutu militia FDLR, despite ongoing peace efforts mediated by the United States and Qatar. The United Nations also accused the Rwandan army of supporting the killings, a claim denied by Kigali. The fighting between the M23 and government forces has displaced hundreds of thousands, and peace talks remain stalled amid escalating violence. HRW has called for a more forceful international response, including sanctions and judicial proceedings against those responsible.
