Trump has made strong statements after talks with Russia in Saudi Arabia, claiming that Ukrainian President Volodymyr Zelensky pushed the country into war instead of negotiating, and that the United States’ previous president could have prevented Putin’s invasion. He also says Zelensky’s popularity has dropped to 4% and raises questions over where the Western allies’ money has gone, warning that if Europe gets involved a Third World War is looming. In the wake of these comments, Putin postponed his speech to the Federal Assembly. The European Union is preparing its largest military aid package for Ukraine, with at least €6 billion – potentially rising to €10 billion – to be presented on 24 February, aimed at buying artillery shells, air‑defence systems and other weapons to strengthen Kiev ahead of negotiations with Russia. A second EU summit will be held in France to reinforce European defence, bringing together additional EU and NATO members. Meanwhile, Russian drones attacked Odessa at night, leaving hundreds of residential buildings, schools and nurseries without power, and also struck several other Russian regions, intercepting some drones over the Black Sea. A refinery in the Samara region was hit, and a Rosneft refinery in Syzran has also accepted attacks. As part of domestic measures, Putin ordered monthly payments of 65,000 rubles for residents of Kursk who have lost their homes, and the regional governor’s office has listed over 1,900 missing residents.
