The Trump administration is weighing a major expansion of its immigration restrictions, potentially banning citizens from 36 additional countries from entering the United States. An internal State Department cable, signed by Secretary of State Marco Rubio, highlighted concerns over unreliable identity documents, non‑cooperative governments, security issues with passports, and suspected links to terrorism or anti‑American activity. Twenty‑four of the proposed countries are in Africa, underscoring a focus on the continent. The cable called for corrective action, including better cooperation in deportation proceedings and efforts to prevent visa overstays, and criticized some governments for failing to reissue travel documents for citizens ordered to be removed. Earlier in June, President Trump signed a proclamation barring entry to citizens from twelve countries—seven of them in Africa—as part of a broader immigration crackdown in his second term.
