The mayor of Detroit partners with the Russian mob to control the city, but soon realizes they will not follow his rules. When young women are abducted, drugged, and found dead, two detectives investigate. The mob then kidnaps the mayor’s daughter for leverage, forcing the mayor to accept an offer to set up the Russians and open the door for the cartel, leading to a deadly game.
