I believe the perception of weakness that is provocative and Xi Jinping, I think, is looking for signs of weakness.

I mean, the degree to which this axis of aggressors, China, Russia, North Korea and Iran are aiding and abetting each other's efforts and the degree to which China is underwriting the whole enterprise.

I think it's immensely important that we compete and we recognize that there's this coalescing axis of aggressors, which should, I hope, convince us that we have to be closely knit in terms of our common approach to this growing threat.
