In a crime‑ridden, near‑future Detroit, the mega‑corporation OCPAW has privatized the police force and plans to build a new, modern metropolis called "Furry City". OCPAW executive Bob Meowrton develops the "RoboCat" program as the solution to the city’s rampant crime, after a fully robotic alternative, the ED‑209 vacuum droid, disastrously malfunctions during a demonstration.
