Nabil Fathi, Egypt’s former foreign minister, was approached by a Japanese diplomat who questioned him about Iraq’s impending invasion of Kuwait. Fathi, preoccupied with the Iraq–Kuwait issue, tried to postpone the meeting, but the Japanese insisted on a discussion.
